Wellington Town Council planning minutes January 2006

Minutes of the 106th planning meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington on Monday 9th January 2006 at 6pm
PRESENT: Councillor R. Bowrah (chairman), who presided, Councillor D. Mitton (vice-chairman), Councillors Mrs V. Byrne, Mrs V. Stock-Williams and Mrs N. Wilson, Councillors P. Critchard, A. Govier, R. Henley, C. Hindley, A. Horsman, S. Palmer and E. Warren, the clerk A. Brown, and Taunton DBC West area planning manager Mr J. Hamer. There were apologies from Councillors C. Biscoe, G. Copley and G. James. There were 6 members of the public present.
13616 REFUSED PLANNING APPLICATIONSThe town council received details of applications for planning permission to be determined in accordance with the delegation agreement with Taunton Deane Borough Council of 9th September 1996 and it was resolved to refuse planning permission for the following applications: (a) Erection of 1.8m high timber fence to side of 46 Warren Street, Rockwell Green, Wellington as amended by applicants plan received 18th November 2005 (43/2005/116: because the fence would be an intrusive feature in the street scene, would detrimentally impact on the open nature of the area and would restrict visibility for emerging vehicles, causing danger to passing pedestrians. The planning officer recommended refusal. It was reported, with reference to minute 13584, that councillors had visited the site on 4th January 2006 and that the comments of Somerset Highways had been received); (b) Conversion of garage to additional living accommodation and erection of extension at 25 Walkers Gate, Wellington (43/2005/128: because it would result in the loss of a parking space, would encourage more on-street parking in a congested area, would increase road risks and would set a precedent. The planning officer and Somerset Highways both recommended refusal. There were letters of objection from neighbours Mrs L.J. Fowles and Sally Shahbazian).
13617 WITHDRAWN APPLICATION: 1 ARDWYNAn application for the erection of a two storey extension to replace existing garage to side of 1 Ardwyn, Wellington (resubmission: 43/2005/115) was withdrawn at the meeting at the request of the applicant. It had been recommended for refusal by the planning officer because of potential damage to the roots of a TPO tree.
13618 COMMENTS TO TAUNTON DBC ON PLANNING APPLICATIONSIt was agreed to inform Taunton DBC that the town council was in favour of the following plans: (a) Application to carry out tree work on 5 beech trees, 3 cork oak trees, 2 pine trees and one group of sycamore trees include in Taunton Deane Borough (Wellington No. 3) Tree Preservation Order 1997 at Linden House Nursing Home, Linden Hill, Wellington (43/2005/133T: providing the Deane’s tree officer agrees that the work is necessary); (b) Erection of single storey extension to form pharmacy, Luson Surgery, Fore Street, Wellington (43/2005/139 and 43/2005/144LB: Councillors Henley and Wilson declared an interest and left the hall while this plan was considered); (c) Internal alterations at The Cellar Bar basement of 21 High Street, Wellington (43/2005/140LB); (d) Application to fell 6 coniferous trees within Wellington conservation area at Catholic Church, Mantle Street, Wellington (43/2005/142T: providing the Deane’s tree officer agrees the work is necessary); (e) Conversion of dwelling to two 2 bedroom flats, internal and external alterations, including enlargement of dormer window, single storey extension to rear, replacement windows and re-roofing at 51 High Street, Wellington (43/2005/135 and 43/2005/136LB); (f) Application to carry out tree work to one evergreen oak tree 2207TOWN COUNCIL PLANNING MEETING: 9TH JANUARY 2006
13618 COMMENTS TO TAUNTON DBC ON PLANS (continued)within Wellington conservation area at Wellington Over 60s Club, North Street, Wellington (43/.2005/134T: providing the Deane’s tree officer agrees that the work is necessary); (g) Erection of dwelling on land adjacent to Oakhill, Pyles Thorne Road, Wellington (43/2005/143: providing there are no objections from the highway authority and providing there are no undue overlooking or loss of privacy problems for neighbours). It was agreed to inform Taunton DBC that the town council was opposed to the following plan: (a) Retention of timber fence to side of 80 Laburnum Road, Wellington (43/2005/132: because it is detrimental to the street scene. Councillor Govier declared a personal interest).
