Minutes of the 107th planning meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington on Monday 6th March 2006 at 6pm
PRESENT: Councillor R. Bowrah (chairman), who presided, Councillors Mrs V. Byrne and Mrs G. Copley, Councillors A. Govier, R. Henley, C. Hindley, who arrived at 6.10pm, A. Horsman, G. James, S. Palmer and E. Warren, the clerk A. Brown, the assistant to the clerk Mrs J. Thorne, and Taunton DBC West area planning manager Mr J. Hamer. There were apologies from Councillors P. Critchard, D. Mitton, V. Stock-Williams and N. Wilson. There were 21 members of the public present.
13689 COMMENTS TO TAUNTON DBC ON PLANNING APPLICATIONSIt was agreed to inform Taunton DBC that the town council was in favour of the following plans: (a) Conversion of public house into 3 dwellings, demolition of skittle alley and other outbuildings and erection of 3 dwellings at the Three Cups, 32-34 Fore Street, Wellington (43/2006/012 and 43/2006/013LB: providing the front of the Three Cups is not altered, providing there are no adverse comments from the highway authority and providing there is no undue overlooking or loss of privacy caused by the proposed new 4 bedroom house. There was a letter of concern from Mr T. Webber, of 7 Bulford, who suggested that the proposed 4 bedroom house should be a bungalow to reduce overlooking. The chairman stated he written a personal letter objecting to the application and so Councillor A. Govier presided while this item was considered); (b) Construction of new business park, including formation of new roundabout, pumping station and lagoon on land adjoining Chelston House Farm, Wellington (43/2006/016); (c) Adjustment of Unit 18 to erect additional bay to west of building and omission of bay to east, building for employment use (B1, B2 and B8 uses), Rylands Farm Industrial Estate, Bagley Road, Rockwell Green, Wellington (43/2006/001: providing adequate landscaping and screening are provided and providing there are similar conditions relating to noise and hours of work as in the previous approval. There were letters of concern about landscaping and screening from Mrs D. Land and Mrs B. Baker. Councillor A. Govier declared a prejudicial interest and left the hall while this item was considered); (d) Conversion of part of outbuilding, internal and external alterations including raising height of roof to form a flat to the rear of 33 High Street, Wellington (43/2006/009: providing there is no undue overlooking or loss of privacy for neighbours); (e) Replacement windows and vertical slate hangings to part of west elevation at 43 High Street, Wellington (43/2006/004LB); (f) Variation of condition 01 (time limit) of planning permission 43/1995/005 (demolition of agricultural buildings and erection of 3 holiday cabins) to permit commencement of the development before 15th Mach 2011, Westford House, Westford, Wellington (43/2006/015: (g) Display of internally illuminated fascia and projecting signs, Bristol and West Building Society, 5-7 South Street, Wellington (43/2006/017A).
13690 REFUSED APPLICATIONMr J. Hamer reported that the application for the display a new fascia sign and externally illuminated hanging sign at 5 Fore Street, Wellington (43/2006/005A) had been refused planning permission. The report was noted.
13691 DEFERRED APPLICATION: 58-60 MANTLE STREETAn application for the demolition of existing buildings and the erection of 2 flats over new arch and access road to existing business, 58-60 Mantle Street, Wellington (43/2006/018) was deferred for a site inspection after Mr Hamer reported that county highways wanted the new arch on road safety grounds but the Deane’s conservation 2223

13691 DEFERRED APPLICATION: 58-60 MANTLE STREET (continued)officer was opposed to the proposed new frontage. Mr M. Turner, for the applicants, said that the higher arch and wider access road was to serve land to the rear where it was proposed to erect 12 properties and which would be subject to a separate planning application. A letter of objection was received from Mr and Mrs M. Netley, of 62 Mantle Street on the grounds of overlooking and other issues.
13692 DEFERRED APPLICATION: 112B MANTLE STREETAn application for the change of use and conversion of a bungalow to form children’s day nursery at Trinimeade, 112b Mantle Street, Wellington (43/2006/007) was deferred after Mr Hamer reported that the application was likely to be withdrawn. The planning department had been told verbally by the applicant that it would be withdrawn but was waiting to receive confirmation of that decision in writing. Letters of objection were received from Mr and Mrs J. Copleston, Mr C. Gledhill, Mr A. Furzer and Mr and Mrs N. Clarke on parking, access and site unsuitable grounds.
