Wellington Town Council annual meeting minutes May 2006
MINUTES OF THE ANNUAL COUNCIL MEETING OF WELLINGTON TOWN COUNCIL HELD IN WELLINGTON UNITED REFORMED CHURCH HALL, FORE STREET, WELLINGTON ON MONDAY, 15TH MAY 2006 AT 7.56PM
PRESENT: Councillor R. Bowrah (chairman), who presided, Councillor D. Mitton (vice chairman), Councillors Mrs C. Biscoe, Mrs V. Byrne, Mrs G. Copley, Mrs V. Stock-Williams, Mrs N. Wilson, Councillors P. Critchard, A. Govier, R. Henley, A. Horsman, G. James, S. Palmer and E. Warren, and the clerk A. Brown and the assistant to the clerk Mrs J. Thorne. There was an apology from Councillor C. Hindley. There were 5 members of the public present.
13806 ELECTION OF CHAIRMAN FOR 2006-07
On the proposition of Councillor Govier, seconded by Councillor Henley, it was unanimously agreed to elect Councillor Mitton as chairman for 2006-07. Councillor Mitton signed his declaration of acceptance of office as chairman. He thanked councillors for electing him as chairman and paid tribute to the excellent way Councillor Bowrah had represented the town and had carried out his duties during his two years as chairman. He presented Councillor Bowrah with his past chairman’s lapel badge. Councillors Govier and Byrne also praised Councillor Bowrah for his services as chairman. Thanks were expressed to the clerk and to the assistant to the clerk for their work.
13807 ELECTION OF VICE-CHAIRMAN FOR 2006-07
On the proposition of Councillor Copley, seconded by Councillor Horsman, it was unanimously agreed to elect Councillor Critchard as vice chairman of the council for 2006-07. Councillor Critchard thanked councillors for electing him.
13808 ELECTION OF COMMITTEES
The following committees were elected: Finance Committee – Councillors Mitton, Critchard, Govier, Hindley, Horsman and Warren; Footpaths Committee – Councillors Palmer, Stock-Williams, Warren and Wilson; Environment, Tourism and Town Guide Committee – Councillors Biscoe, Copley, Critchard, James and Stock-Williams; Emergency Planning Committee – Councillors Bowrah, Byrne, Govier Hindley and Mitton; Staffing Committee – Councillors Byrne, Mitton, Warren and Wilson; CCTV Committee – Councillors Critchard, Copley, Govier, Mitton, Stock-Williams and Warren.
13809 ELECTION OF REPRESENTATIVES ON WELLINGTON TWINNING ASSOCIATION
Councillors Byrne and Copley were elected as the council’s two representatives on Wellington Twinning Association.
13810 ELECTION OF REPRESENTATIVE ON WELLINGTON COMMUNITY ASSOCIATION
Councillor Mitton was elected as the council’s representative on Wellington Community Association.
13311 ELECTION OF REPRESENTATIVES ON WELLINGTON ECONOMIC PARTNERSHIP
Councillors Govier, Horsman, Stock-Williams and Warren were elected as the council’s four representatives on Wellington Economic Partnership.
13812 ELECTION OF REPRESENTATIVES ON THE HOSPITAL OF SIR JOHN POPHAM KNIGHT (Popham Flats in Victoria Street)
Councillors Byrne, Stock-Williams and and the clerk were elected as the council’s representatives on the Hospital of Sir John Popham Knight (Popham Flats).
13813 ELECTION OF REPRESENTATIVE ON WELLINGTON IN BLOOM COMMITTEE
Councillor Stock-Williams was elected as the council’s representative on Wellington in Bloom Committee.
13814 ELECTION OF REPRESENTATIVE ON FRIENDS OF WELLINGTON PARK
Councillor Byrne was elected as the council’s representative on Friends of Wellington Park.
13815 REPRESENTATIVE ON SOMERSET ASSOCIATION OF LOCAL COUNCILS
Councillor Mitton was elected as the council’s representative on the Somerset Association of Local Councils.
13816 RENEWAL OF ANNUAL SUBSCRIPTIONS
It was agreed to renew the council’s annual subscriptions to Somerset Association of Local Councils, Community Council for Somerset, The Council for the Protection of Rural England, the National Association of Local Councils’ Direct Information Service and the South West Provincial Council.
COUNCILLORS HENLEY AND WILSON LEFT THE MEETING HERE AT 8.15PM
13817 RELOCATABLE CCTV PROTOCOL
Members received a copy of the draft relocatable CCTV protocol prepared by the council’s CCTV Working Party. Councillor Govier proposed, with Councillor Horsman seconding, that the protocol should be accepted with the number of members of the CCTV Committee being increased by one to six, and this was agreed.
