Minutes of the 110th planning meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington on Monday 5th June 2006 at 6pm
PRESENT: Councillor D. Mitton (chairman), who presided, Councillor P. Critchard (vice-chairman), Councillors Mrs V. Byrne, Mrs G. Copley, Mrs V. Stock-Williams and Mrs N. Wilson, Councillors A. Govier, A. Horsman, C. Hindley, S. Palmer, and E. Warren, the clerk A. Brown, the assistant to the clerk Mrs J. Thorne, and Taunton DBC planning officer Mr J. Hamer. There were apologies from Councillors Mrs C. Biscoe, R. Bowrah, R. Henley and G. James. There were 4 members of the public present.
13818 APPROVED PLANNING APPLICATIONSThe town council received details of applications for planning permission to be determined in accordance with the delegation agreement with Taunton Deane Borough Council of 9th September 1996 and it was resolved to approve planning permission for the following applications: (a) Change of use from agricultural land to residential, Trinimeade, 112b Mantle Street, Wellington as amended by letter dated 28th April 2006 with accompanying drawing No. 1462/1A (43/2006/038: subject to time and landscaping conditions plus the removal of permitted development rights which means that there shall be no further building, structure or other enclosure constructed or placed on the site unless an application for planning permission for it is first submitted and approved by the Local Planning Authority). There was a letter of objection from Mr M. Weaver, of 91 Mantle Street, on the grounds of the proposal making an incursion into the green wedge and setting a precedent. The planning officer stated the extension to the garden (7m x between 28m and 32m) was modest in scale, would not be an intrusive feature and was in keeping with the character of its surroundings as a native hedgerow with trees would be planted along the new boundary. The approval was carried 8-2.
13819 DEFERRED PLAN FOR WHITE HART LANE APPLICATIONConsideration was given to a plan for the erection of 11 one bedroom dwellings on land to the rear of Sans Ombre and Garden House, White Hart, Wellington (43/2006/057). Mr Hamer stated that the principle of small units on this town centre area was to be welcomed but the planners had concerns over the relationship and impact of the proposed building on the two adjoining bungalows, the outlook from the dwellings and the closeness of the living rooms of the dwellings to the boundary walls which were only one to two metres away. There was a letter of objection from Mrs D. Ball, of Sans Ombre, on the grounds of extreme over-development, loss of privacy and loss of light. After some discussion it was agreed to defer a decision on the application pending a site visit to be arranged by the clerk.
13820 COMMENTS TO TAUNTON DBC ON PLANNING APPLICATIONSIt was agreed to inform Taunton DBC that the town council was in favour of the following plans: (a) Erection of two storey extension at Wellington House Nursing Home, Longforth Road, Wellington (revised design 43/2005/013: 43/2006/056); (b) Application to carry out work to one beech tree within Wellington conservation area at 93 Mantle Street, Wellington (43/2006/062T: providing the Deane’s tree officer agrees that the work is necessary); (c) Fell one eucalyptus tree within Wellington conservation area at 3 Court Terrace, Wellington (43/2006/049T: providing the Deane’s tree officer agrees that the work is necessary).

13820 COMMENTS TO TAUNTON DBC ON PLANS (continued)It was agreed to inform Taunton DBC that the town council was opposed to the following plans: (a) Proposed development of dwelling to rear of The Old Bakery, 32 Mantle Street, Wellington (43/2006/050: object on highway grounds as the access is considered inadequate); (b) Application to fell 3 oak trees included in Taunton Deane Borough (Wellington No. 1) Tree Preservation Order 1998 on land adjoining Chelston Farm House, Wellington (43/2006/060T: because the application is premature)
13821 COMMENTS TO COUNTY COUNCIL ON PLANNING PROPOSALSIt was agreed to inform Somerset County Council that the town council was in favour of the following plan: (a) Construction of a new 3 bay tennis court with associated floodlighting at Court Fields Community School, Mantle Street, Wellington (43/2006/063).
