Minutes of the 115th planning meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington on Monday, 6th November 2006 at 6pm
PRESENT: Councillor D. Mitton (chairman), who presided, Councillor P. Critchard (vice-chairman), Councillors R. Bowrah, A. Govier, R. Henley, who arrived at 6.56pm, Councillors Mrs V. Byrne, Mrs G. Copley, Mrs V. Stock-Williams, Mrs N. Wilson, who arrived at 6.56pm, and the clerk A. Brown, the assistant to the clerk Mrs J. Thorne, and Taunton DBC planning officer Mr J. Hamer. There were apologies from Councillors Mrs C. Biscoe, G. James, S. Palmer, and C. Hindley. There were 27 members of the public present.
13996 CHAIRMAN’S WELCOME
The Chairman welcomed members of the public to the meeting including 9 members of Hereford City Council who had come to see how the delegated planning scheme worked between Wellington Town Council and Taunton DBC as they were thinking of adopting a similar scheme.
13997 REFUSED PLANNING APPLICATION
The town council received details of applications for planning permission to be determined in accordance with the delegation agreement with Taunton Deane Borough Council of 9th September 1996 and it was resolved to REFUSE planning permission for the following application: (a) Erection of a first floor extension at 1 Laburnum Road, Wellington (43/2006/094) because the extension will be overpowering and cause unacceptable loss of light for neighbours. Members received a copy of the report of the planning officer recommending approval. Two letters of objection were received from Mrs J. Smith, of 6 Sylvan Road, stating the extension would be overpowering and would result in a significant loss of light, and Mr H. Slade, of 4 Sylvan Road, stating loss of privacy and possible loss of light. Mr Hamer said the extension would be about 10 ½ metres away from the garage at the end of the neighbouring property and he was happy to recommend approval. Standing orders were suspended to allow Martin Smith to speak who raised an objection to the application on the grounds of loss of light and privacy at his property. Councillor Critchard proposed, with Councillor Byrne seconding, that the application should be refused and the proposal was carried by 3 votes to 2, with 1 abstention. Councillor Bowrah declared a prejudicial interest and left the room while this application was considered.
13998 APPROVED PLANNING APPLICATIONS
The town council received details of applications for planning permission to be determined in accordance with the delegation agreement with Taunton Deane Borough Council of 9th September 1996 and it was resolved to APPROVE planning permission for the following applications: (a) Construction of dormer window to rear elevation at 61 Springfield Road, Wellington (43/2006/104). Councillor Govier declared a prejudicial interest and left the room while this application was considered; (b) Erection of first floor extension at 6 Orchard Close, Westford, Wellington (43/2006/106), a letter of objection wad received from Mr P. Duffy stating the extension overlooked his garden; (c) Erection of two storey extension at 19 Richards Close, Wellington (43/2006/107), a letter of objection was received from Mrs B. Smith on grounds of loss of view and light and noise from building work; (d) Erection of double garage at land adjoining 2 Oakleigh, Pyles Thorne, Wellington (43/2006/108), a letter of objection was received from Mr F. J Hill on grounds of obstruction of view; (e) Erection of two storey extension and link to outbuildings at Payton Farm, Payton, Wellington as amended by agents letter and accompanying plan dated 3rd October 2006 (43/2006/110), subject to the applicant agreeing in writing not to proceed with the previously approved application, planning officer recommended refusal because extension was considered too large, no objections were received, standing orders were suspended for the applicant Mr A. Brodie spoke in favour of his application and showed photos of the proposed extension; (f) Erection of two storey extension and single garage to side of 9 Gillards Close, Rockwell Green, Wellington as amended by agents letter and accompanying plan dated 21st October 2006 (43/2006/103), two letters of objection were received from Mr and Mrs L. Buttle and Ms D. Harling on the grounds of restricted visibility, reduction in street lighting, and loss of open aspect.
13999 COMMENTS TO TAUNTON DBC ON PLANNING APPLICATIONS
It was agreed to inform Taunton DBC that the town council was in favour of the following plans: (a) Demolition of car showroom and first floor flat and formation of access road and residential development consisting of 6 flats and 7 dwellings, 58-60 Mantle Street, Wellington (43/2006/112 and 113CA). Standing orders were suspended to allow planning consultant Malcolm Turner working on behalf of the applicant and Mrs E. Nelderwood, of Champford Mews to speak. Mr Turner reminded the council they had supported the previous application on this site and that it was on a brownfield site and met all the relevant planning criteria. Mrs Nelderwood raised concerns about possible overlooking onto her property; (b) Retention of re-sited satellite dish to side of 45 High Street, Wellington (43/2006/120LB); (c) Erection of 8 flats and provision of 16 parking spaces for existing and proposed residents, land to east and north of 57 Priory, Wellington (43/2006/123) subject to no undue overlooking or loss of privacy for neighbours; (d) Replace six windows with new hardwood sash windows at 32 Rockwell Green, Wellington (43/2006/125LB); (e) Installation of solar water-heating collectors on the roof in the front elevation of 49 High Street, Wellington (43/2006/128); (f) Construction of 9 all weather pitches for touring caravans and associated works at Cadeside Caravan Club site, Nynehead Road, Wellington (43/2006/134); Councillors R. Henley and Mrs N. Wilson entered at this point at 6.56 pm (g) Application to carry out management work to one oak tree included in Taunton Deane Borough (Wellington No. 4) Tree Preservation Order 1994 at 8 Rowe Close, Rockwell Green, Wellington (43/2006/137T) providing the Deane’s tree officer agrees that the work is necessary; (h) Installation of solar panels on roof, The Stables, Church Green, Wellington (43/2006/138); (i) Application to carry out management work to two ash trees included in Taunton Deane Borough (Wellington No. 3) Tree Preservation Order 2000 on land between Westford railway bridge and Copse Close, Westford, Wellington (43/2006/142T) providing the Deane’s tree officer agrees that the work is necessary.
