Wellington Town Council planning minutes December 2006

Minutes of the 116th planning meeting of Wellington Town Council held in the United Reformed Church Hall in Fore Street, Wellington on Monday, 4th December 2006 at 6pm

PRESENT: Councillor D. Mitton (chairman), who presided, Councillor P. Critchard (vice-chairman), Councillors R. Bowrah, who arrived at 6.10pm, A. Govier, G. James, J. Clark, S. Palmer, Councillors Mrs V. Byrne, Mrs G. Copley, Mrs V. Stock-Williams, the clerk A. Brown, the assistant to the clerk Mrs J. Thorne, and Taunton DBC planning manager Mr J. Hamer. There were apologies from Councillor C. Hindley and E. Warren.. There were 2 members of the public present.

14031 UPDATE ON PROPOSED SOMERFIELD SUPERMARKET REDEVELOPMENT
Taunton DBC planning manager John Hamer gave a verbal report to members on the latest situation with the Somerfield supermarket redevelopment. Mr Hamer said Somerfield were still hoping to get the new store open by the end of next year and were working with a development company. Currently negotiations were continuing over the final wording of the planning agreement but once that had been achieved Somerfield would then be able to apply to the county council for stopping up from Scotts Lane to the site. There were also likely to be some minor alterations to the scheme which would probably result in re-submitting the planning applications. However Mr Hamer hoped that once the planning agreement had been given Somerfield would get the road closure procedure running and then submit the application for the minor alterations which were likely to deal with the proposed offices/shops on the High Street frontage.

14032 TONE MILL WORKS REGENERATION PROJECT PRESENTATION
A presentation was given by Tim Roper, of Mendip Estates, on plans to regenerate Tone Mill Works. Mr Roper explained the site was in the middle of a flood plain and the buildings were grade II listed. The site was also effectively landlocked with poor access and also there was a lot of contamination including asbestos and dye materials. It was hoped that a sustainable use for the buildings would be found which was practical and achievable and it was thought the solution could be a centre of affordable commercial letting space. Mr Roper told members it was going to take a huge amount of money just to overcome the land remediation problems. Therefore, to achieve this, part of the site would have to accommodate enabling residential housing which normally would not be allowed by housing authorities, however, it was hoped it would be permitted because of the benefit to the grade II listed buildings. Mr Roper said all of the money would be put into the restoration of the buildings. The commercial units could be made into live work units for people to live above their work premises and there would be about 14,000 sq feet of commercial space. It was also hoped that the buildings would also be able to house Fox Brothers & Co. wet works to finish its cloths which currently have to be sent away to be finished. A new road access would probably have to be created and also a new bridge would need to be built. The planning application was likely to be submitted in January or February and Mr Roper wanted a period of public consultation to start from now and would welcome comments from people about the plans. He said he envisaged funding for the project would come solely from the private sector and would not rely on public funding. There were likely to be about 130 houses in total on just over 6 acres of land and the company would be working with developers Charles Church Homes which are part of Persimmon Homes. The aim was to make the development as sustainable as possible such as using an innovative scheme to make use of waste woodchips from Milverton sawmills to provide heating for the commercial units on the site. Mr Roper hoped this might even be extended to provide heating for the houses also. The Chairman said there were obviously a lot of further negotiations to be undertaken for the project and he thanked Mr Roper for his interesting presentation.

14034 COMMENTS TO TAUNTON DBC ON PLANNING APPLICATIONS
It was agreed to inform Taunton DBC that the town council was in favour of the following plans: (a) Retention of external works including replacement doors and windows and repainting to 3 Laburnum Cottages, Mantle Street, Wellington (43/2006/105LB); (b) Retention of fence at Priory Coach House, Priory, Wellington (43/2006/131) subject to temporary permission for no more than 5 years.
